This sculpture by Allan Houser is called "Homeward Bound" and is placed near the entrance of the Heifer International headquarters building. The building can be seen in the distance on the left side of the photo.
Heifer International is an Arkansas-based organization that works to improve the quality of life for the needy and poor around the world by helping them acquire livestock and animals.
